I checked your account and the settings in there do not appear to have been changed. Do you need to perhaps allow scripted windows? That would be a message you would get at the top of your screen, a little bit under the address bar. It would require that you click on the bar asking you to allow scripted windows, then you would have to click on a smilie or whatever a second time.
Note: if this message comes up, it's coming from your computer and not from us.
Now, if that's not it then I'm not sure of the solution as I'm kind of unsure of the nature of the problem. I understand what you have observed but I'm not certain of how Windows Vista would fit in or which settings you'd have to jigger. It does help, though, if you give other information, such as whether it's a Mac or a PC, and what your OS was before and whether you're seeing problems elsewhere, off A2K (I see you mentioned Google pictures, weird) and which browser you're using (Internet Explorer, Netscape Navigator, Opera, etc.).
Finally, code should still work as BBCode is enabled in your settings. So even if you can't click on the emoticons, etc. you can always type.
