Hey, this story is quite overrated, it's being posed as intristically Japanese but this is a load of shite.
I know of MANY cultures that have seen this. And the article posits that it's common in Japan with no statistical study at all. Just hearsay. Some fool says it's common so it must be huh?

That story is indeed complete hearsay, & few Japanese would ever believe it.
At any rate, I've been a fan of that site for a long time! The Mainichi Daily News' WaiWai section is a total riot. The articles are collected from Japanese sensational tabloids & translated by a bunch of clearly stoned gaijins. Makes for a great read, though! The funniest thing is that I caught this topic just before leaving for a pre-wedding dinner in honour of my gaijin brother and his beautiful Japanese bride, and of course, all her family. Two interpereters facilitated communication, but no blow jobs were offered, not even to the Japanese kids. I heard about this, but of course it is totally bogus. Still funny though.
