If one circle has a circumference of 7.8 cm and a second circle has a
circumference of 2.6 cm, how many revolutions will the smaller circle
make while rotating around the perimeter of the larger circle?

Depends how long it keeps rotating.
It could rotate at 1 revolution per second for millions of years or zillions of revolutions per second for zillions of years.
Either way it's going to depend on how fast it's rotating and the length of time it continues to rotate.

Four.

The 2.6 cm circle would rotate 3 times rolling along a 7.8 cm line. Bending the line into a circle causes the small circle to rotate an an additional time.
