I just read a book of short stories called "In Persuasion Nation" that had a story almost just like this.
Freaky!
Despite its growing economy, China is still pretty poor.
The saddest part is that rabies vaccine is effective and cheap. In fact, it's almost as inexpensive as ammunition. However, it's really pretty hard to get cheaper than a club. (sigh)
