I have no idea. In order to answer this question properly, you must consider what kind of oil, how the water plants obtain their oxygen and how far they're submerged in the water. Consider whether the oil blocks out the light or oxygen.

If the oil is mixed with vinegar, it makes the plants downright tasty!
