Ignoring the apostrophe, of which 19th century novel is BOYCOTT'S FIRMER HEADGEAR an anagram?

Just lucky - although there were some good unusual letters there such as M, F, Y, B, D. I figured with so many letters it would be a descriptive title so would probably have a "The", and the "dge" group was a help.
