i may be missing something here but what does military budgets have to do with military alliances? they may not need to spend one additional dime. its not a spending contest.

I would suppose it would somewhat depend on what the alliance is prepared to defend itself against. It might indeed not cost an extra dime. Has Estonia been gettin rowdy again?

IMO for it to carry true relevance from a military's standpoint it would require more money. But that, IMO, can be an eventuality. It can be symbolic for now. Kinda like getting ready in case their fears about the US are warranted (IMO they ahve cause for concern but their real fears won't be realized).
