the truce offer
Those of you who know nothing about Islam and the Koran can make up all sorts of silly reasons for bin Laden's truce offer.

Osama bin Laden offered a truce to comply with Koran requirements that before attacking an enemy who does not accept Islam, a truce must be offered.

Tjere is something strange about the latest bin Laden tape
Has anyone else noticed something strange about the latest Osama bin Laden tape? I'm very suspicious regarding whether it is geniune bin laden tape.

The language and rhetoric style is not at all like his previous tapes. It is more like a non-muslim's speaking than a devout Muslim, as if English text was translated into Arabic. If you read bin-Laden's earlier tapes you will understand what I'm questioning. This tape is totally different from bin Laden's speech patterns on earlier tapes.

I wonder at the rapid government announcement that it was bin Laden's voice on the type. I know the technology exists to use samples of a person's voice to create new speech.

Is it possible that this tape was created to stir the fear factor for other purposes?

I wonder?

You are not suggesting that the Bush administration is behind the making of the tape to bolster his flagging popularity. Are you?

Bin Laden tape: Text

US officials say they believe the tape is real

The following is the full text of an audio message purported to be by al-Qaeda leader Osama Bin Laden, broadcast on Arab television station al-Jazeera on 11 February.

In the name of God, the merciful, the compassionate.

A message to our Muslim brothers in Iraq, may God's peace, mercy, and blessings be upon you.

O you who believe fear Allah, by doing all that He has ordered and by abstaining from all that He has forbidden as He should be feared.

Obey Him, be thankful to Him, and remember Him always, and die not except in a state of Islam [as Muslims] with complete submission to Allah.

We are following up with great interest and extreme concern the crusaders' preparations for war to occupy a former capital of Islam, loot Muslims' wealth, and install an agent government, which would be a satellite for its masters in Washington and Tel Aviv, just like all the other treasonous and agent Arab governments.

This would be in preparation for establishing the Greater Israel.

Allah is sufficient for us and He is the best disposer of affairs.

'Unjust war'

Amid this unjust war, the war of infidels and debauchees led by America along with its allies and agents, we would like to stress a number of important values:

First, showing good intentions. This means fighting should be for the sake of the one God.

It should not be for championing ethnic groups, or for championing the non-Islamic regimes in all Arab countries, including Iraq.

God Almighty says: "Those who believe fight in the cause of Allah, and those who reject faith fight in the cause of evil."

So fight ye against the friends of Satan: feeble indeed is the cunning of Satan.

Second, we remind that victory comes only from God and all we have to do is prepare and motivate for jihad.

God Almighty says: "Oh ye who believe! If ye will help the cause of Allah, He will help you and plant your feet firmly."

We must rush to seek God Almighty's forgiveness from sins, particularly the grave sins.

Prophet Muhammad, God's peace be upon him, said: "Avoid the seven grave sins; polytheism, sorcery, killing, unless permitted by God, usury, taking the money of orphans, fleeing from combat, and slandering innocent faithful women."

Also, all grave sins, such as consuming alcohol, committing adultery, disobeying parents, and committing perjury. We must obey God in general, and should in particular mention the name of God more before combat.

'Media machine'

Abu-al-Darda, may God be pleased with him, said: "Perform a good deed before an attack, because you are fighting with your deeds."

Third, we realized from our defence and fighting against the American enemy that, in combat, they mainly depend on psychological warfare.

This is in light of the huge media machine they have.

They also depend on massive air strikes so as to conceal their most prominent point of weakness, which is the fear, cowardliness, and the absence of combat spirit among US soldiers.

Those soldiers are completely convinced of the injustice and lying of their government.

They also lack a fair cause to defend. They only fight for capitalists, usury takers, and the merchants of arms and oil, including the gang of crime at the White House.

This is in addition to crusader and personal grudges by Bush the father.

Trench warfare

We also realized that one of the most effective and available methods of rendering the air force of the crusader enemy ineffective is by setting up roofed and disguised trenches in large numbers.

I had referred to that in a previous statement during the Tora Bora battle last year.

In that great battle, faith triumphed over all the materialistic forces of the people of evil, for principles were adhered to, thanks to God Almighty.

I will narrate to you part of that great battle, to show how cowardly they are on the one hand, and how effective trenches are in exhausting them on the other.

We were about 300 mujahideen [Islamic militants].We dug 100 trenches that were spread in an area that does not exceed one square mile, one trench for every three brothers, so as to avoid the huge human losses resulting from the bombardment.

Since the first hour of the US campaign on 20 Rajab 1422, corresponding to 7 October 2001, our centres were exposed to a concentrated bombardment.

And this bombardment continued until mid-Ramadan.

On 17 Ramadan, a very fierce bombardment began, particularly after the US command was certain that some of al-Qaeda leaders were still in Tora Bora, including the humble servant to God [referring to himself] and the brother mujahid Dr Ayman al-Zawahiri.

The bombardment was round-the-clock and the warplanes continued to fly over us day and night.

War in Afghanistan

The US Pentagon, together with its allies, worked full time on blowing up and destroying this small spot, as well as on removing it entirely.

Planes poured their lava on us, particularly after accomplishing their main missions in Afghanistan.

The US forces attacked us with smart bombs, bombs that weigh thousands of pounds, cluster bombs, and bunker busters.

Bombers, like the B-52, used to fly over head for more than two hours and drop between 20 to 30 bombs at a time.

The modified C-130 aircraft kept carpet-bombing us at night, using modern types of bombs.

The US forces dared not break into our positions, despite the unprecedented massive bombing and terrible propaganda targeting this completely besieged small area.

This is in addition to the forces of hypocrites, whom they prodded to fight us for 15 days non-stop.

Every time the latter attacked us, we forced them out of our area carrying their dead and wounded.

'Alliance of evil'

Is there any clearer evidence of their cowardice, fear, and lies regarding their legends about their alleged power.

To sum it up, the battle resulted in the complete failure of the international alliance of evil, with all its forces, [to overcome] a small number of mujahideen - 300 mujahideen hunkered down in trenches spread over an area of one square mile under a temperature of -10 degrees Celsius.

The battle resulted in the injury of 6% of personnel - we hope God will accept them as martyrs - and the damage of two percent of the trenches, praise be to God.

If all the world forces of evil could not achieve their goals on a one square mile of area against a small number of mujahideen with very limited capabilities, how can these evil forces triumph over the Muslim world?

This is impossible, God willing, if people adhere to their religion and insist on jihad for its sake.

Iraqi 'brothers'

O mujahideen brothers in Iraq, do not be afraid of what the United States is propagating in terms of their lies about their power and their smart, laser-guided missiles.

The smart bombs will have no effect worth mentioning in the hills and in the trenches, on plains, and in forests.

They must have apparent targets. The well-camouflaged trenches and targets will not be reached by either the smart or the stupid missiles.

There will only be haphazard strikes that dissipate the enemy ammunition and waste its money. Dig many trenches.

The [early Muslim caliph] Umar, may God be pleased with him, stated: "Take the ground as a shield because this will ensure the exhaustion of all the stored enemy missiles within months."

Their daily production is too little and can be dealt with, God willing.

We also recommend luring the enemy forces into a protracted, close, and exhausting fight, using the camouflaged defensive positions in plains, farms, mountains, and cities.

The enemy fears city and street wars most, a war in which the enemy expects grave human losses.

Martyrdom operations

We stress the importance of the martyrdom operations against the enemy - operations that inflicted harm on the United States and Israel that have been unprecedented in their history, thanks to Almighty God.

We also point out that whoever supported the United States, including the hypocrites of Iraq or the rulers of Arab countries, those who approved their actions and followed them in this crusade war by fighting with them or providing bases and administrative support, or any form of support, even by words, to kill the Muslims in Iraq, should know that they are apostates and outside the community of Muslims.

It is permissible to spill their blood and take their property.

God says: "O ye who believe! Take not the Jews and the Christians for your friends and protectors: they are but friends and protectors to each other."

And he amongst you that turns to them [for friendship] is of them.

Verily, Allah guideth not a people unjust.

Mobilizing the 'Islamic nation'

We also stress to honest Muslims that they should move, incite, and mobilize the [Islamic] nation, amid such grave events and hot atmosphere so as to liberate themselves from those unjust and renegade ruling regimes, which are enslaved by the United States.

They should also do so to establish the rule of God on earth.

The most qualified regions for liberation are Jordan, Morocco, Nigeria, Pakistan, the land of the two holy mosques [Saudi Arabia], and Yemen.

Needless to say, this crusade war is primarily targeted against the people of Islam.

Regardless of the removal or the survival of the socialist party or Saddam, Muslims in general and the Iraqis in particular must brace themselves for jihad against this unjust campaign and acquire ammunition and weapons.

This is a prescribed duty. God says: "[And let them pray with thee] taking all precautions and bearing arms: the unbelievers wish if ye were negligent of your arms and your baggage, to assault you in a single rush."

Fighting in support of the non-Islamic banners is forbidden.

Muslims' doctrine and banner should be clear in fighting for the sake of God. He who fights to raise the word of God will fight for God's sake.

Under these circumstances, there will be no harm if the interests of Muslims converge with the interests of the socialists in the fight against the crusaders, despite our belief in the infidelity of socialists.

The jurisdiction of the socialists and those rulers has fallen a long time ago.

Socialists are infidels wherever they are, whether they are in Baghdad or Aden.

'High morale'

The fighting, which is waging and which will be waged these days, is very much like the fighting of Muslims against the Byzantine in the past.

And the convergence of interests is not detrimental. The Muslims' fighting against the Byzantine converged with the interests of the Persians.

And this was not detrimental to the companions of the prophet.

Before concluding, we reiterate the importance of high morale and caution against false rumours, defeatism, uncertainty, and discouragement.

The prophet said: "Bring good omens and do not discourage people."

He also said: "The voice of Abu-Talhah [one of the prophet's companions] in the army is better than 100 men."

During the Al-Yarmuk Battle, a man told Khalid bin-al-Walid [an Islamic commander]: "The Byzantine soldiers are too many and the Muslims are few."

So, Khalid told him: "Shame on you. Armies do not triumph with large numbers but are defeated if the spirit of defeatism prevails."

Keep this saying before your eyes: "It is not fitting for a Prophet that he should have prisoners of war until he hath thoroughly subdued the land."

"Therefore, when ye meet the unbelievers (in fight), smite at their necks."

Your wish to the crusaders should be as came in this verse of poetry: "The only language between you and us is the sword that will strike your necks."

In the end, I advise myself and you to fear God covertly and openly and to be patient in the jihad.

Victory will be achieved with patience. I also advise myself and you to say more prayers.

O ye who believe! When ye meet a force, be firm, and call Allah in remembrance much (and often); That ye may prosper.

God, who sent the book unto the prophet, who drives the clouds, and who defeated the enemy parties, defeat them and make us victorious over them.

Our Lord! Give us good in this world and good in the Hereafter and save us from the torment of the Fire! [Koranic verse].

May God's peace and blessings be upon Prophet Muhammad and his household.

Bin Laden Threatens Attacks, Offers Truce
The text of the 1/19/06 tape is not yet available, but the voice over translation broadcast of the text definitely is not vintage bin Laden.

Bin Laden Threatens Attacks, Offers Truce
By THE ASSOCIATED PRESS
CAIRO, Egypt (AP)

Osama bin Laden warned in an audiotape aired Thursday that his fighters are preparing new attacks in the United States but offered the American people a ''long-term truce'' without specifying the conditions.

The tape, portions of which were aired on Al-Jazeera television, was the first from the al-Qaida leader in more than a year. It came only days after a U.S. airstrike in Pakistan that targeted bin Laden's deputy, Ayman al-Zawahri, and reportedly killed four leading al-Qaida figures, possibly including al-Zawahri's son-in-law.

There was no mention of that attack in the tape, which Al-Jazeera said was recorded in January. The network initially reported it believed the tape was made in December, but later corrected itself on the air. Editors at the station said they could not comment on how they knew when it was made.

The CIA has authenticated the voice on the tape as that of bin Laden, an agency official said. The al-Qaida leader is believed to be hiding in the border region between Afghanistan and Pakistan.

Beyond confirming that bin Laden remains alive, the tape could be aimed at projecting an image of strength to al-Qaida sympathizers and portray the group as still capable of launching attacks despite blows against it, analysts said.

The White House rejected the truce offer.

The United States will not let up in the war on terror despite bin Laden's latest threats, White House press secretary Scott McClellan said. ''We do not negotiate with terrorists,'' McClellan said. ''We put them out of business.''

U.S. counterterror officials said Thursday they have seen no specific or credible intelligence to indicate an impending al-Qaida attack on the United States. The Homeland Security Department has no immediate plans to raise the national terror alert, spokesman Russ Knocke said.

In the tape, bin Laden spoke in a soft voice, as he has in previous recordings, but his tone was flatter than in the past and had an echo, as if recorded indoors. He presented his message with a combination of threats, vows his followers can fight forever and a tone of reconciliation, insisting he wants to offer a way to end the wars in Iraq and Afghanistan.

He even recommended a book for Americans to read -- ''The Rogue State,'' apparently a book of the same title by American author William Blum. He said it offers the path to peace -- that America must apologize to victims of the wars and promise never to ''interfere'' in other nations -- though it was not clear if these were conditions for the truce.

Bin Laden said he decided to make a statement to the American people because he said President Bush was pushing ahead despite polls which showed ''an overwhelming majority of you want the withdrawal of American troops from Iraq.''

He said the Bush administration was lying about victories in the Iraq war. Bin Laden insisted the insurgents will eventually win the conflict, which he said is only strengthening the cause of the ''mujahedeen,'' or holy warriors.

But he said that even if the U.S. does prevail in the war, ''the nights and days will not pass without us taking vengeance like on Sept. 11, God permitting.''

He warned that security measures in the West and the United States could not prevent attacks there, citing the July 7 bombings in London that killed 56 people.

''The delay in similar operations happening in America has not been because of failure to break through your security measures,'' he said. ''The operations are under preparation and you will see them in your homes the minute they are through (with preparations), with God's permission.''

He offered a ''long-term truce with fair conditions that we adhere to. ... Both sides can enjoy security and stability under this truce so we can build Iraq and Afghanistan, which have been destroyed in this war.

''There is no shame in this solution, which prevents the wasting of billions of dollars that have gone to those with influence and merchants of war in America,'' he said.

Bin Laden then made an oblique reference to how to prevent new attacks on the United States.

He told Americans that ''if you are sincere in your desire for peace and security, we have answered you. And if Bush decides to carry on with his lies and oppression, then it would be useful for you to read the book 'The Rogue State.'''

He said the book reads in its introduction, ''If I were president, I would stop the attacks on the United States: First I would give an apology to all the widows and orphans and those who were tortured. Then I would announce that American interference in the nations of the world has ended.''

The Associated Press found a nearly identical passage in another book by Blum: ''Freeing The World To Death: Essays on the American Empire,'' published in 2004. The passage could not, however, be found in the latest edition of ''The Rogue State.''

The tape ended the longest silence from bin Laden since the Sept. 11 attacks, a lull which had raised speculation over his fate.

The last audiotape purported to be from bin Laden was broadcast in December 2004 by Al-Jazeera. In that recording, he endorsed Abu-Musab al-Zarqawi as his deputy in Iraq and called for a boycott of Iraqi elections.

Previously, the longest period without a message from the al-Qaida leader was from December 2001 to November 2002. He issued numerous tapes in 2003 and 2004, calling for Muslims to attack U.S. interests and threatening attacks against the United States.

Bin Laden appeared in a video released October 2004, just ahead of U.S. presidential elections, saying the United States could avoid another Sept. 11 attack if it stops threatening the security of Muslims.

In an April 15, 2004, audiotape, he vowed revenge against the United States for Israel's assassination of Hamas founder Sheik Ahmed Yassin -- and at the same time offered a truce to European countries.

Since December 2004, al-Zawahri, the al-Qaida Number 2, has issued a number of video and audiotapes, including one claiming responsibility for the London attacks, which he said came after Europe rejected the terms of bin Laden's truce offer.

Al-Jazeera's editor in chief Ahmed al-Sheik would not comment on when or where the latest tape was received.

Jeremy Bennie, a terrorism analyst for Jane's Defense Weekly, said bin Laden appeared to be ''playing the peacemaker, the more statesmanlike character'' with his offer of a truce.

''They want to promote the image that they can launch attacks if and when it suits them,'' he said. ''They want us to believe they are in control,'' he said.

The mention of rebuilding Iraq and Afghanistan may be a recognition of divisions among the ranks of Islamic militants over the insurgency in Iraq by bin Laden's ally, al-Zarqawi, who has come under criticism by some radicals for attacks on Iraqi civilians.

Former White House anti-terrorism chief Richard A. Clarke said ''the initial significance of this (tape) is that he's still alive.''

Beyond that, he told the AP, ''the only new element in his statement is that they are planning an attack soon on the United States.

''Would he say that and risk being proved wrong, if he can't pull it off in a month or so?'' Clarke asked.

The truce offer may be aimed at making bin Laden ''look more reasonable in Arab and Muslim eyes. He's a very sophisticated reader of world opinion and American opinion, and he obviously knows he can't affect American thinking. He's too reviled,'' he said.

The Text of Excerpts from the Bin Laden Tape

My message to you is about the wars in Iraq and Afghanistan and how to end them... Our situation, thank God, is only getting better and better, while your situation is the opposite.

But I plan to speak about the repeated errors your President Bush has committed in comments on the results of your polls that show that an overwhelming majority of you want the withdrawal of American troops from Iraq. But he [Bush] has opposed this wish and said that withdrawing troops sends the wrong message to opponents, that it is better to fight them [Bin Laden's followers] on their land than them fighting us [Americans] on our land. I can reply to these errors by saying that war in Iraq is raging with no let-up, and operations in Afghanistan are escalating in our favour, thank God, and Pentagon figures show the number of your dead and wounded is increasing not to mention the massive material losses...

The reality shows that war against America and its allies has not been limited to Iraq as he [Bush] claims ... The proof of that is the explosions you have seen in the capitals of the European nations who are in this aggressive coalition. The delay in similar operations happening in America has not been because of failure to break through your security measures. The operations are under preparation and you will see them in your homes the minute they are through [with preparations]...

We don't mind offering you a long-term truce on fair conditions that we adhere to. We are a nation that God has forbidden to lie and cheat. So both sides can enjoy security and stability under this truce so we can build Iraq and Afghanistan, which have been destroyed in this war. There is no shame in this solution, which prevents the wasting of billions of dollars that have gone to those with influence and merchants of war in America who have supported Bush's election campaign with billions of dollars.

It's obvious he's tired of being chased all over the place. His old bud almost got blown up at dinner the other night.

They bit off more than they can chew.

I was surprised to see somebody say if he wanted to bomb us he would. He does want to. Bush has him stuck in a cave.

Full Text of Bin Laden Tape Addressing the American People

Full Text of Bin Laden Tape

By The Associated Press , 01.19.2006, 05:00 PM

The following is the full text of a new audiotape from al-Qaida leader Osama bin Laden. Parts of the tape were aired on Al-Jazeera television, which published the entire version on its Web site. The text was translated from the Arabic by The Associated Press.

Bin Laden appears to be addressing the American people:

My message to you is about the wars in Iraq and Afghanistan and how to end them. I did not intend to speak to you about this because this issue has already been decided. Only metal breaks metal, and our situation, thank God, is only getting better and better, while your situation is the opposite of that.

But I plan to speak about the repeated errors your President Bush has committed in comments on the results of your polls that show an overwhelming majority of you want the withdrawal of American troops from Iraq. But he (Bush) has opposed this wish and said that withdrawing troops sends the wrong message to opponents, that it is better to fight them (bin Laden's followers) on their land than they fighting us (Americans) on our land.

I can reply to these errors by saying that war in Iraq is raging with no let-up, and operations in Afghanistan are escalating in our favor, thank God, and Pentagon figures show the number of your dead and wounded is increasing not to mention the massive material losses, the destruction of the soldiers' morale there and the rise in cases of suicide among them. So you can imagine the state of psychological breakdown that afflicts a soldier as he gathers the remains of his colleagues after they stepped on land mines that tore them apart. After this situation the soldier is caught between two hard options. He either refuses to leave his military camp on patrols and is therefore dogged by ruthless punishments enacted by the Vietnam Butcher (U.S. army) or he gets destroyed by the mines. This puts him under psychological pressure, fear and humiliation while his nation is ignorant of that (what is going on). The soldier has no solution except to commit suicide. That is a strong message to you, written by his soul, blood and pain, to save what can be saved from this hell. The solution is in your hands if you care about them (the soldiers).

The news of our brothers mujahideen (holy warriors) is different from what the Pentagon publishes. They (the news of mujahideen) and what the media report is the truth of what is happening on the ground. And what deepens the doubt over the White House's information is the fact that it targets the media reporting the truth from the ground. And it has appeared lately, supported by documents, that the butcher of freedom in the world (Bush) had decided to bomb the headquarters of the Al-Jazeera in Qatar after bombing its offices in Kabul and Baghdad.

On another issue, jihad (holy war) is ongoing, thank God, despite all the oppressive measures adopted by the U.S Army and its agents (which is) to a point where there is no difference between this criminality and Saddam's criminality, as it has reached the degree of raping women and taking them as hostages instead of their husbands.

As for torturing men, they have used burning chemical acids and drills on their joints. And when they give up on (interrogating) them, they sometimes use the drills on their heads until they die. Read, if you will, the reports of the horrors in Abu Gharib and Guantanamo prisons.

And I say that, despite all the barbaric methods, they have not broken the fierceness of the resistance. The mujahideen, thank God, are increasing in number and strength - so much so that reports point to the ultimate failure and defeat of the unlucky quartet of Bush, Cheney, Rumsfeld and Wolfowitz. Declaring this defeat is just a matter of time, depending partly on how much the American people know of the size of this tragedy. The sensible people realize that Bush does not have a plan to make his alleged victory in Iraq come true.

And if you compare the small number of the dead on the day that Bush announced the end of major operations in that fake, ridiculous show aboard the aircraft carrier with the tenfold number of dead and wounded who were killed in the smaller operations, you would know the truth of what I say. This is that Bush and his administration do not have the will or the ability to get out of Iraq for their own private, suspect reasons.

And so to return to the issue, I say that results of polls please those who are sensible, and Bush's opposition to them is a mistake. The reality shows that the war against America and its allies has not been limited to Iraq as he (Bush) claims. Iraq has become a point of attraction and restorer of (our) energies. At the same time, the mujahideen (holy warriors), with God's grace, have managed repeatedly to penetrate all security measures adopted by the unjust allied countries. The proof of that is the explosions you have seen in the capitals of the European nations who are in this aggressive coalition. The delay in similar operations happening in America has not been because of failure to break through your security measures. The operations are under preparation and you will see them in your homes the minute they are through (with preparations), with God's permission.

Based on what has been said, this shows the errors of Bush's statement - the one that slipped from him - which is at the heart of polls calling for withdrawing the troops. It is better that we (Americans) don't fight Muslims on their lands and that they don't fight us on ours.

We don't mind offering you a long-term truce on fair conditions that we adhere to. We are a nation that God has forbidden to lie and cheat. So both sides can enjoy security and stability under this truce so we can build Iraq and Afghanistan, which have been destroyed in this war. There is no shame in this solution, which prevents the wasting of billions of dollars that have gone to those with influence and merchants of war in America who have supported Bush's election campaign with billions of dollars - which lets us understand the insistence by Bush and his gang to carry on with war.

If you (Americans) are sincere in your desire for peace and security, we have answered you. And if Bush decides to carry on with his lies and oppression, then it would be useful for you to read the book "Rogue State," which states in its introduction: "If I were president, I would stop the attacks on the United States: First I would give an apology to all the widows and orphans and those who were tortured. Then I would announce that American interference in the nations of the world has ended once and for all."

Finally, I say that war will go either in our favor or yours. If it is the former, it means your loss and your shame forever, and it is headed in this course. If it is the latter, read history! We are people who do not stand for injustice and we will seek revenge all our lives. The nights and days will not pass without us taking vengeance like on Sept. 11, God permitting. Your minds will be troubled and your lives embittered. As for us, we have nothing to lose. A swimmer in the ocean does not fear the rain. You have occupied our lands, offended our honor and dignity and let out our blood and stolen our money and destroyed our houses and played with our security and we will give you the same treatment.

You have tried to prevent us from leading a dignified life, but you will not be able to prevent us from a dignified death. Failing to carry out jihad, which is called for in our religion, is a sin. The best death to us is under the shadows of swords. Don't let your strength and modern arms fool you. They win a few battles but lose the war. Patience and steadfastness are much better. We were patient in fighting the Soviet Union with simple weapons for 10 years and we bled their economy and now they are nothing.

In that there is a lesson for you.

from Bin Laden tape
Quote:
The reality shows that war against America and its allies has not been limited to Iraq as he [Bush] claims ... The proof of that is the explosions you have seen in the capitals of the European nations who are in this aggressive coalition. The delay in similar operations happening in America has not been because of failure to break through your security measures. The operations are under preparation and you will see them in your homes the minute they are through [with preparations]...

The question is not if but when. Is there any doubt that Bin Laden can make good on that threat and the feeble overpriced bureaucracy of homeland security cannot protect the US from it. In addition the terrorists need not come from abroad. There are more than enough home grown followers of Bin Laden to do the dirty deed.

Report: New Bin Laden Tape

Jan 19, 2006 10:43 am US/Eastern
(1010 WINS) (CAIRO, Egypt ) Al-Jazeera on Thursday broadcast portions of an audiotape purportedly from Osama bin Laden, saying al-Qaida is making preparations for attacks in the United States but offering a possible truce to rebuild Iraq and Afghanistan.

The voice on the tape said heightened security in the United States is not the reason there have been no attacks there since the Sept. 11, 2001, suicide hijackings.

Instead, the reason is "because there are operations that need preparations,'' he said.

"The delay in similar operations happening in America has not been because of failure to break through your security measures. But the operations are happening in Baghdad and you will see them here at home the minute they are through (with preparations), with God's permission,'' he said.

"Based on what I have said, it is better not to fight the Muslims on their land,'' he said. ``We do not mind offering you a truce that is fair and long-term ... so we can build Iraq and Afghanistan. ... There is no shame in this solution because it prevents wasting of billions of dollars ... to merchants of war.''

The speaker did not give conditions for a truce in the excerpts aired by Al-Jazeera.

There was no immediate confirmation of the tape's authenticity, although the voice resembled that of bin Laden's in previous messages.

It has been more than a year since the last confirmed message from bin Laden -- the longest period without a video or audiotape from the al-Qaida leader. The last audiotape purported to be from bin Laden was broadcast in December 2004 by Al-Jazeera. In that recording, he endorsed Abu-Musab al-Zarqawi as his deputy in Iraq and called for a boycott of Iraqi elections.

Al-Jazeera's editor-in-chief Ahmed al-Sheik would not comment on when or where the tape was received. He said the full tape was 10 minutes long. The station aired four excerpts with what it "considered newsworthy,'' he said, but would not say what was on the remainder.

Al-Sheik said the tape seemed to have been made "recently'' but would not saw what led him to that conclusion.

Assuming this tape is authentic. Why would Bin Laden be asking or suggesting a truce. Does he see the beginning of the end and Al Qaeda's defeat? What is your opinion?
