Why we should pay for garbage collection.. Need help asap!

We're doing a debate in science class and my group is the side government. We are FOR paying for garbage collection and my part is the chemical reasons behind it. Anyone know any chemical reasons why garbage dumps/landfills/land sites are bad.. and the kinds of chemicals given off by the decomposing garbage [that are harmful to humans and other organisms].

Thanks a whole bunch in advance.. also, debate is on thursday so need help quick >.<
