If I make a rule for making symbols, does this mean that the number of these symbols is infinite?

Indeterminate.

Choose any set small and simple enough and you may need few symbols to describe them.

For instance let chi be the number of frinds yoiu have that are eskimo. Chi might be a small set.

Let Phi be those members of Chi who can ice skate backwards and refine uranium. It is likely Phi is alot small than Chi...etc

There are not many symbols to throw around with Phi if its a empty set. You could say theta is the sub group of Phi that speak only Latin on Tuesdays etc...

But why bother?

So, if I make a rule for making numerals, does that mean that there are an indeterminate number of numbers?
