Not in any sort of formal setting – it's the type of phrase you might see in an advertisement, though:

Oil Buster absorbs oil safely and naturally. Ideal for maintenance in Mechanical Rooms when Vacuum Pumps, or other equipment, oil spills or leaks occur. Completely cover the spill with Oil Buster and when absorbed, sweep up the spill. Oil Buster is non-hazardous and safe to use in the workplace.

Yes. Chemically that is how soaps work although this sounds more like what someone would write in an ad
