A total of 109 victims fell prey to an impersonation scam since January 2022, losing at least S$14.6 million collectively.
Could "have fallen prey" replace "fell prey"?

Yes. And I believe it would be preferred.

They're both acceptable. I think "have fallen prey" almost implies a fatal resolution as past perfect tense, whereas simple present tenses suggests no finality.
