What is the best way to indicate a value larger than 80 and less than or equal to 130 ? For use in a report to users who are not mathematicians, it is to be used in a spreadsheet cell, so I cannot really write longhand.
>80, <=130
OR
80< n <=130
OR
>80 and <=130
OR
??

The middle one is clearer to me. However, if I were explaining this to the easily confused I'd just say a value greater than 80 and less than, or equal to, 130.

Needs to occupy cells in a spreadsheet, cannot really write it longhand ...
80< n <=130
There should be somewhere in your spreadsheet the option to use symbols and in there should be the typical less than or equal to sign which is a < with a _ under it. That's what I'd use.
Use the middle one, and add a note to the cell if you feel it requires explanation.
