I need to set up a statement vs reason chart given the
information in the question.

I will use the letter P to represent the word perpendicular
and the letter C to represent the word congruent.

Given:

AB is P to BE, DC is P to CE,
angle 1 is C to angle 2, AB is C to DC.

Prove:

Triangle ABC is C to Triangle DCB.

You know that two angles of the triangles are equal (one vertex the other perpendicular) and since the three angles total 180 degrees you have the third angle too---so the two triangles are (at least similar). But now you say you know that one leg of each similar triangle are congruent, so the similar triangles are congruent.
