She added that this is especially important when an assertion is made against an agency that is not in a position to defend itself.

Why is "wanted" used instead of"want"?

You can use both - it's a very small difference. "Wanted" is the past tense, so if she called the meeting in order to remind people to blah-blah, you would say "wanted", but here they are pretty much interchangeable. It is of little importance if she 'wanted' to or 'wants' to...
