It's not clear who won't be willing to repent and change. Also, "repent" is used mostly in religious contexts, and in my opinion, the end of the sentence would be better as "...they will not be willing to change their ways."
Should there be a comma between "and" and "in"?

It would be acceptable to use a comma between "and" and "in" but it is not necessary. I would leave the comma out just to make the sentence a little less cluttered with punctuation. It depends on the flow of the sentence and how much of a pause you wish to indicate. In this case the sentence can be read without a significant pause and still remain clear so I believe the additional comma is optional.
