The solubility of ozone in water?

The solubility of ozone is that at one atmosphere pressure and zero temperature, one volume of water can dissolve 0.494 volume of ozone. This is the physical and chemical properties of ozone.

But why in reality, the solubility of ozone in water is very low, and even industrial-grade pressure mixing does not reach half of the concentration. This creates two problems

1. How does the solubility data of ozone come from?
2. How can we increase the solubility in ozone water?

In most mixing processes, the temperature is much higher than zero degrees. How do you thing that impacts the solubility? The reported solubility is reported at one atmosphere. What do you think would happen at different pressures?
