It's more of a sociological term than something from hard science.

You've never known a 25 year old that acts like a 12 year old? Or a 14 year old that, if it weren't for physical appearances, would seem to be much older than they are? People used to refer to this sort of thing as "they never grew up" or "wise beyond their years".
The basic premise being that people that have a smilar "EQ" are likely to get along better regardless of their ages than people with differing EQs that are the same age.
