Bitcoin Ransom

1) Why don't organizations protect themselves from bitcoin ransom by:

1a) Each night backing up all of its Internet housed data to a non-Internet connected repository?;

1b) Stop using Internet-connected devices for any data for which Internet connection is not needed?;

2) Why doesn't the United States Federal Government prohibit all domestic entities from any involvement in cryptocurrency?
