If Mr. Heng is still being quoted, then yes, they are expected to be used.

Your example is certainly better, Miss L Toad, and I had considered combining the two statements, but they were presented as two paragraphs.
If you do use the second quote paragraph, the ending quote mark in the first paragraph is not used.
