I can imagine theoretical approaches toward solutions for these problems but, somewhat like your first example, they only work in a world that doesn't exist.

Keeping people's political fury on a back burner or bringing it to a boil requires a constant supply of accusation, innuendo, and denunciation, and in order to stew resentment, incite anger, and prolong outrage, political operatives shovel loads of half-truths, dubious rumors, and outright lies into the media stream, many of which violate carriers' terms of service or might be legally actionable. "Persecution" has nothing to do with it. Wasted all that anger for nothing.
