Lui Wenchan, 34, Veronica Ong, 21, Zhang Min, 28, James Teng, 46, and Chong Kaichen, 33, each face two counts of breaching Covid-19 rules.
Would it be correct to replace the commas after the ages with semi-colons instead?

No, a clause which follows a semi-colon must be able to stand alone as a complete sentence. Semi-colons connect independent clauses.
