Many people say that democracy is the best form of government.
I think that the rule of the wise and the accomplished might be better. I would have one house of Congress comprised of individuals of wisdom and accomplishment, similar to the House of Lords in the UK, except there would be no House of Commons.
I would add a provision for a plebiscite to overrule an act of Congress. It would require 75% of the votes to override Congress.

That is a potential point of weakness.
I would include Nobel laureates, Fields medal winners, and other persons who have won equivalent awards. Also people of stature such as Bill Gates, Warren Buffett, Larry Page & Sergey Brin.

Yasser Arafat was awarded the Nobel Peace Prize. I think I'll stick with elections, in spite of some flaws.
