Which sentence is clearer and a better choice:
Lisa with the city advised that a contractor's license is required and she will email the application to me.
or
Lisa with the city advised that a contractor's license is required and that she will email the application to me.

Both are clear; however, I would select the second sentence. It runs more smoothly with the inclusion of '
that'.
