The 19-year-old said: “It’s a bit hard to stay home for one month, the new measures are inconvenient but they’re necessary."

Would it be better if the part in bold be replaced by "...the measures are inconsistent but necessary"?

No, that would completely change the meaning of the sentence. The student clearly means "inconvenient" from the context.
