Facebook ads CPC/CPM still Locked?

Ad accounts owned by businesses new to Facebook Products can choose this option to pay for ads after several weeks of following our policies. I already spent more than 10$ and i still can’t use “when you are charged” CPC or CPM, I can only use impressions , does anyone have any idea how to solve this? and how long do i need to “follow their policies”
