Can I factory reset my phone without turning on any apps

Someone installed spyware on my phone last week. As soon as I saw the weird dialogue boxes I removed the battery and left it turned off. Now how do I factory reset the phone without potentially giving away my GPS location if those apps have location trackers? Thanks

Usually the factory reset procedure occurs at startup and happens without loading apps.
