Should I say/write, "The diesel prices have shot up more than 20 percent over the past year alone" or "The diesel prices shot up more than 30 percent over the past year alone"?

If it were me, I'd say: Diesel prices shot up more than twenty percent . . .

Either is correct. There is a difference in meaning, but it is difficult to say what it is.
