Hi folks,
which one is correct? Please keep in mind that this refers to "you" as a singular pronoun. Thank you for your time and help!

"this goes out to you (singular pronoun) who appease rebellions and contribute to order"
or
"this goes out to you (singular pronoun) who appeases rebellions and contributes to order"

One is referring to singular "you" in the third person in the phrase "you who," so it's, "this goes out to you who appeases rebellions and contributes to order.
