Restaurant opens from 12 noon and closes at 10pm.

Is "from" the correct verb?

the sentence is poorly constructed...

try either of these instead --

The restaurant is open from 12 noon to 10pm.

The restaurant opens at 12 noon and closes at 10pm.

Yes but "from" isn't the verb. Opens is the verb of that sentence. From is a preposition.
