What are the chemical and physical properties of delta particles?

Delta particle is a term not often used, although protons and neutrons in excited states have been referred to by that name. As for chemical properties, it has none, since nothing less than an atom can participate in chemical reactions as the term is usually used. Or perhaps these bare nucleons function as ions of very low atomic number substances.

So when you bombard an object with delta rays, the object isn't affected?

As I said, the term "delta particle" is not often used. So-called delta particles are sometimes observed in particle accelerator tracks, but we cannot produce a stream of them to bombard something with.

I am too long out of this field. Maybe someone else can clarify.

Brandon said pretty much all there is to say. Delta rays are pretty much undefined. This makes them perfect for science fiction (I am guessing this is what you want them for?)

The only setting I have ever heard of this term being used is in cloud chambers-- if my recollection is correct referring to very high energy electrons.

I believe that if a human being (such as a lowly lab assistant) were bombarded by a stream of delta rays... he would develop mystical powers inluding the ability to morph into several types of fungus...

Nah, alphas are so large and heavily charged that they cannot penetrate clothing or even dead skin cells. Alphas kill you be being emited from radioactive gases directly into lung tissue after you breath the gases in. Then all that mass can cause significant damage.
