Um... this question has already been answered quite well. You really should stop recreating the same topic.

Dynamic means changing, in this case due to motion. Static means not (significantly) changing, in the case of friction this would also be relative to motion.

That is the difference. Any other differences would be associative. (Some of which have been listed in your other topics).
