How to edit different PDFs together into a 1 page PDF/image

So, basically, I've got lots of PDFs of scanned newspaper articles that need to be edited together, not just as consecutive pages merged within the same document but I need to edit them together into one big PDF page - or will I need to convert into an image file maybe(!?) if keeping it in PDF isn't gonna cut it? I've got split-page articles, pages from massive newspapers that were too large for the scanner to begin with that all need stitching together on one page so that it has got the complete article on it. Any help with approach and softwares would be much appreciated. Thanks!

We use PDFdocs at the firm I work at.

Does that task well enough for when I need to combine and edit down separate PDF documents into one.
