@tanguatlay,
It depends on where you live.

@tanguatlay,
It can vary due to different accents.

@tanguatlay,
I pronounce flour with one syllable ( like 'are' but more 'owr') and flower with two syllables (flow/er).

Largely swinging diction is indicative of dialect and vocal nuance.

@glitterbag,
I live below the Mason-Dixon Line and flour and flower both are two syllable words. Like power mower not paramour.

@tanguatlay,
I pronounce flour and flower the same way. And that isn't the worst of it.

(While I was in South Carolina)

Co-worker: where are the scissors?
Max: in the draw.
Co-worker: what did you say
Max: they are right there in the draw
Co-worker: what?
Max: that boxy thing you pull out of the cabinet? It's in there.
Co-worker: oh! You mean the drow whir.
Max: what?

@maxdancona,
That would be "drawr". - One syllable with the w and e connected.

@Miss L Toad,
That description conjures memories of Blanche Devereaux.

@tanguatlay,
in addition to the options above ... where I come from flour rhymes with door and flower sounds like a cross between flohwer and fleur
