Question:
How to Design an Airport Wind Indicator?
Design assumptions:
(1) will indicate wind direction and velocity up to 60(km/hour)
(2) will be readable from minimal distance of 30(m)
(3) will be 5(m) in high
(4) will be absolutely safety for flying pilots(against horizontal and vertical impact).
(5) will be transportable in standard personal car.
(6) will be easy in production(local materials) and with minimal cost.
(7) will include anchoring device.
Some great ideas or websites that can help in this design are welcome.

An electric kettle with a 5m plastic funnel, some water and dye - send out a cloud of coloured steam.
Burn some chips in oil with the same setup to let smelly black smoke.
Or just go with the classic wind stocking from WW2
Boyscout technique
If I remember from by Boy Scout days, you can take a sheet of poster board and attach it to a pivot arm. You can then calibrate the angle of the pivot arm to match wind velocity. Use a weather vane for direction.
