Which of the following is correct?

1. Who is at the door?
2. Who are at the door?

Do I use the first sentence when I think there is one person at the door?
Do I use the second sentence when I think there is more than one person at the door?

use this when you don't know who is at the door, regardless of the number of people you think are outside
