Singapore Democratic Party chairman Dr Paul Tambyah’s finger was firmly on the pulse of the nation as he spoke about the three things he wishes the government would do this year, in a speech he delivered at the pre-Budget forum organised by The Independent, ahead of Budget 2018 on 10 Feb.

In the days following the pre-budget forum, the government has unveiled the economic plan for this year and the years to follow. Finance Minister Heng Swee Keat announced that the Goods and Services Tax (GST) will be hiked by 2 per cent between 2021 and 2025.

Shouldn't the bold part be "he hopes the government will do"?

I wish [something would happen]
I hope [something will happen]

These are both valid ways of talking about a desire for a future event. The difference is that we use "wish ... would" when we are discussing something of unknown or doubtful possibility, and we use "hope ... will" when we are reasonably confident that it may happen. Hope is also used to refer to something positive and doable.
