Is there a difference between the following two sentences?

1) I wish it wasn't raining.

2) I wish it wouldn't rain.

1. Right now
I wish it wasn't raining, because if it wasn't I could go in the garden

2. Over a period or at some other time
I wish it wouldn't rain all the time/so much here in Manchester!
