At Changi General Hospital (CGH) the visiting hours are from noon to 2pm, and then 5pm to 8pm. It is closed to visitors between 2pm and 5pm.

Is it OK to leave out "from" before "5pm to 8pm"?

Yes. You could even leave out the "from" in "noon to 2pm".
