... and what about the very rare items ?

we know it's not the estimated value beacause we talk about cost and in my point of view, I would say it's one of the objets in tower, without counting the rare iems

I agree. The puzzle is asking for "the most costly item in the tower." I don't see how that can mean only the items in the puzzle, or any items that maybe used to be in the shop/tower but are no longer there.
