I got it, I used Microsoft Paint to cut and move

I used an anagram solver, and it came with alphabet, that's the solution I found.

In the 3rd row I use the T-I tile, blank-C tile, I-C tile and N-L tile

I dubble checked, and I wasn't that far off..
