That's kinda the direction I'm going with it...I'm breaking it down into smaller quadrants to see if there is a pattern that can be applied to the larger picture.

From the phasing of a question - the whole thing completed with missing numbers is supposed to be a puzzle by itself! So maybe we should look into what this puzzle might be, such as each number representing the letter or word, and we need to form a question from which it may become obvious what the remaining to letters (or words) in a question are....
Just a guess. I don't think anyone looked in that direction yet....
What if the whole thing is just a ruse and the answer is simply 250?
