SLOTH is the answer to the first part.
The words aren't meant to be kept in the same order. According to the instructions, they're supposed to be rearranged so the diagonal along the words forms a word, like:
Ghoti
wItch
blAck
whoOt
skarL
except that's supposed to be a word. Then we take the opposite diagonal and that's the actual answer, even if it's gibberish.

No, it can't be Chias, The C would have to be the first word of something in order for the Neopian word to be diagonaly down the word list.
