How do you speak out the following years?

The first one is easy, nineteen seventy five, the second one could be either twenty thirteen or two thousand and thirteen depending on the speaker's preference.

That's in the UK.

"speak out" is poor English in this example.

"pronounce" is better.

i would say "twenty thirteen" is more commonly used than "two thousand thirteen" or "two thousand and thirteen"...
