"The" is not part of the official name of the Metropolitan Police Service, and therefore is not capitalised. The word "London" is not part of the title either.

London, however, is part of another territorial police force in London the (not part of the title) "City of London Police".

(The Metropolitan Police Service is the police force for law enforcement in Greater London outside the City of London.)
