What is the difference between "charmed" and "charming" when they are both used as adjectives"?

Well paok, Cen and the rest can give you the tech terms, but a charmed fella is one who has been acted upon by some external agency, whereas a charming guy is the one you like

You might not like the former

Charmed can have a range of meanings. The least forceful is that someone is pleased with the demeanor and manners of someone else. The most forceful is that someone is so taken by the "charmer," that they are in thrall to that individual, that they will so whatever is asked of them. The least forceful is the most common usage.

Judy was charmed by Harold's suave and urbane manners.

Charming is a much more innocuous term. Said of persons, it means that the individual so described is friendly, affable, good company to be with. Said of things, such as buildings, gardens, scenic views and so forth, it simply means pleasant to look at.
