I've known lots, by now, about landscape pros and cons, but I had never lived in New Mexico.
When I moved here, I was sort of amazed. People put black plastic over their yards, with tosses of rocks over them.
I'm interested in water getting to aquifers, so I tore the plastic out of my small yard. This was fine in the beginning.

And then the weeds grew.
Just for your information, Denver's sewage rates reflect the surface area that contributes to runoff: house, garage, paved driveways, etc. I don't know if they check for plastic.

Mmmm, it is, far as I get it, that any big rains, land on plastic.
The plastic doesn't run off, or away.
