Which of the following sentences is correct?

1) The paper you SENT ME is not complete.

2) The paper you SENT TO ME is not complete.

Both mean the exact same thing. Both are correct.

The "to" is implied and if the sentence#1 is diagramed (parsed) the to would be written (to).

So that begs the question "why are you asking such elementary questions about English?"

Can you tell us a little about yourself, paok?

The 'to' is not implied and if one was to parse the sentence the 'to' would not be there because there is no 'to' in the sentence. One parses sentences as they are written, not as some folks think they should be written.

The paper you SENT ME is not complete.

paper / is / complete

(you sent me) is an adjective phrase modifying paper (describes the paper)

you / sent
(to) me (prep phrase telling where?)

Yes, I know what OCD is.

I thought you might be foreign born and trying to figure out English.

I guess we all have to ask ourselves: Is this the best use of my time?

I disagree. In sentence #1 sent if the verb, and me is the indirect object.

The bagels you fed me were delicious.

To me, learning English is not a waste of time. Actually, it's one of the best things I've ever done in my life.

There are certain verbs in English, related to transfering something to another, eg. give, pass, take, ... where it is possible to either use 'to' or not use 'to'. One isn't anymore a deletion of 'to' just as the other isn't a not a deletion of 'to'. They each stand on their own as their own grammatical structure.
