Is it "to miss an event" or "to miss OUT ON an event"?

If both are possible, do they mean the same thing?

Miss an event simply means you did not attend.
"I missed the meeting last week."

To "miss out" is a term used to mean that an opportunity or chance for something passed by.
"I missed out on Mary's party because I had to work."
