Is there a difference in meaning between the two sentences below?
1) You're pathetic.
2) You're being pathetic.

Depends on the context of the situation,

You're pathetic indicates there is no redeeming quality in the individual
You're being pathetic indicates an old individual is behaving pathetically about a situation. For example:
"You're being pathetic about your imaginary romance with Lou."
